rewrite and optimize G_OverflowCredits()
- now always prioritizes poor players
- synchronizes PERS_CREDIT once per loop, instead of constantly
additionally, rename:
- G_AddCreditToClient -> G_AddFundsToClient
- G_OverflowCredits -> G_OverflowFunds
- 'credit(s)' parameters -> 'funds'
